Zagreb – a regional hub for dialogue on climate resilience, urban greening and sustainable urban mobility

From 12 to 14 November 2025, Zagreb became a regional hub for dialogue on climate resilience, urban greening and sustainable urban mobility. As part of the three‑day event “Climate Resilience of Cities - Greening and Planning Sustainable Mobility”, more than 100 participants gathered - representatives of cities, ministries, institutions, academia, public utility companies, the business sector and civil‑society organisations from around ten countries.

The event was organised by the CIVINET Slovenia-Croatia-SEE network, ODRAZ, GIZ, NALAS and the Transport Community, with the support of the CLIMove, REAL RIS and ActGREEN projects.

The programme included workshops, field visits, the annual forum and assembly of the CIVINET Slo‑Hr‑SEE network, the celebration of ODRAZ’s 25th anniversary, and the first module of the Urban Mobility Academy for climate‑resilient cities.

First day: Transformation of urban space and transport policies / field visit of good practices


The three‑day programme began at the Zagreb Energy Centre with the workshop “Transformation of Urban Space and Transport Policies”, held within the CLIMove project - an ODRAZ project focused on linking climate goals and sustainable urban mobility and strengthening city capacities through expert cooperation.

Martina Milković Ivanušević (City of Zagreb) presented the pilot project Green Courtyards, whose experiences and activities are also applied in the ActGREEN project financed under the Horizon Europe programme. After the presentation, members of the ActGREEN project team - Nebojša Ivančević (City of Zagreb), Natalia Halbauer (City of Zagreb) and Marina Vojković (ODRAZ) - visited with participants the greened courtyards at Beršćenskog 8 and Novotnijeva 9.

Second day: 10th CIVINET Forum - Zagreb as a regional centre of dialogue

The central part of the three‑day event was the 10th CIVINET Forum, held on 13 November at the Hilton Garden Inn Hotel in Zagreb. More than 100 participants from the CIVINET Slo‑Hr‑SEE network and regional partners gathered in Zagreb, confirming the city as a regional centre for dialogue on climate resilience and sustainable urban mobility.

The conference “Climate Resilience of Cities - Greening and Planning Sustainable Mobility” was opened by:

  • Nedim Begović, Transport Community
  • Miodrag Kolić, NALAS
  • Alexander Erlewein, GIZ, Green Agenda project: Climate Change Adaptation in the Western Balkans - WB Adapt
  • Luka Korlaet, Deputy Mayor of the City of Zagreb.

Irena Matković, Deputy Head of the City Office for Reconstruction, Construction, Spatial Planning, Building and Municipal Services of the City of Zagreb, participated in the panel discussion “Developing more resilient, smart and sustainable urban systems: climate neutrality and resilience in synergy”, where she spoke about activities and challenges within the ActGREEN project.

The day concluded with the celebration of ODRAZ’s 25th anniversary, including a brief overview of key projects and achievements, followed by a social gathering.

Third day: Urban Mobility Academy for climate‑resilient cities

The third day was dedicated to the Urban Mobility Academy for climate‑resilient cities - Module 1, an ODRAZ educational programme intended for representatives of cities and institutions from Western Balkan countries working in transport planning and climate policy.

Participants analysed examples of good practice from the region and Europe, worked on their own adaptation ideas, and reflected on how to make their cities safer, greener and more pleasant to live in by 2030.
