The City of Zagreb, based on Article 4 of the Courtyard Greening Decision (Official Gazette of the City of Zagreb 29/24), has published a
Public Call for the implementation and financing of courtyard greening measures with the aim of adapting to climate change, improving biodiversity and reducing energy consumption.
Courtyards are considered undeveloped parts of building plots of buildings that are owned or predominantly owned by natural and legal persons, except for buildings owned or predominantly owned by the City of Zagreb and the Republic of Croatia.
Financing and implementation of courtyard greening measures may be granted only once for the same courtyard.
The Public Call is open until 29 November 2024.
Courtyard greening measures to be implemented and financed by the City of Zagreb:
- removal of impermeable paving (asphalt, concrete);
- installation and arrangement of permeable surfaces (green areas, permeable paving);
- installation and arrangement of reflective paving;
- planting of native trees;
- planting of low vegetation (shrubs, perennials and similar);
- lawn installation;
- creation of rain gardens;
- creation of biodiverse flowering meadows;
- preparation of garden beds for growing vegetables and herbs;
- installation of green pergolas;
- installation of seating elements;
- installation of insect hotels/houses;
- installation of birdhouses/feeders;
- rainwater collection for maintaining green areas;
- installation of children’s play equipment;
- installation of composters;
- installation of lighting that uses solar energy.
Conditions and method of implementation and financing of courtyard greening measures:
A request for the implementation and financing of courtyard greening measures may be submitted by:
- the owner of the building;
- the representative of the co‑owners of the building;
- the building manager if, according to a special regulation, the building must have a manager.
For the applicant’s courtyard, a geodetic survey of the existing condition of the courtyard and a landscape design project will be prepared according to spatial possibilities and the proposed greening measure submitted by the applicant.
The City of Zagreb selects the authorised surveyor, designer, contractor and expert supervision in accordance with public procurement regulations.
Amount of secured funds:
In the City of Zagreb Budget for 2024 and projections for 2025 and 2026, 400,000.00 euros have been secured.
Procedure for submitting a request for support:
The request with accompanying documentation may be submitted in the following ways:
a.Electronically, via the application system:

b.By post or in person to the address: City of Zagreb, City Office for Reconstruction, Construction, Spatial Planning, Building and Municipal Services, Dragutina Golika Street 63, 10000 Zagreb, in a sealed envelope marked: “Public Call for the implementation and financing of courtyard greening measures”.
The request must contain:
- information on the owner / representative of co‑owners of the building (name and surname, or name and registered office of the legal entity, OIB, and for legal entities MB, address, telephone number, mobile number, email address);
- information on the building manager (name and address of the manager, extract from the court or trade register, name and surname of the authorised representative of the manager, telephone number, mobile number, email address);
- address of the building;
- description of the existing condition of the courtyard;
- proposal of the courtyard greening measure.
The following documentation must be attached to the request:
- proof of ownership of the building in original or certified copy, or a copy of the co‑ownership agreement.
The completeness of the request will be determined by the city administrative body responsible for construction and maintenance of municipal infrastructure.
If the request is incomplete, the applicant will be asked to supplement it. The applicant must supplement the request within 30 days from the date of receipt of the request for completion. If the applicant does not supplement the request within 30 days, it will be considered withdrawn.
Procedure for selecting courtyard greening measures:
Complete requests are reviewed by the Courtyard Greening Commission, which proposes to the Mayor the order of courtyards for the implementation and financing of greening measures according to the following criteria:

The Mayor, upon the proposal of the Courtyard Greening Commission, adopts a conclusion determining the order of courtyards for the implementation and financing of greening measures.
The City of Zagreb will implement and finance courtyard greening measures until the funds secured in the City Budget are exhausted.
Applicants will be notified in writing that the implementation and financing of courtyard greening measures have been approved.
The City of Zagreb will conclude a contract with the applicant whose courtyard greening has been approved, defining mutual rights and obligations, in particular that the City of Zagreb will finance the greening of the courtyard, that the applicant will not claim compensation from the City of Zagreb if damage occurs during the works due to circumstances unknown to the contractor and the competent authority, that the applicant undertakes to maintain the greened courtyard, that they will allow the courtyard to be photographed and the photographs used for public communication activities related to courtyard greening, and that they will allow access to the greened courtyard for expert and educational visits organised by the City of Zagreb.
