Programme for Climate Change Mitigation, Climate Change Adaptation and Ozone Layer Protection of the City of Zagreb

The Programme for Climate Change Mitigation, Climate Change Adaptation and Ozone Layer Protection of the City of Zagreb represents a comprehensive framework for planning and implementing the City of Zagreb’s climate policies, aligned with European and national climate objectives.

The Programme integrates greenhouse‑gas emission‑reduction targets with measures to increase the city’s resilience to climate risks, including heatwaves, floods, droughts and extreme weather conditions. It covers a wide range of sectors — buildings, transport, waste management, energy, water management and land use — and introduces a series of concrete measures to be implemented through sectoral policies and projects.

Special emphasis is placed on:
  • Increasing energy efficiency in buildings and public infrastructure,
  • Introducing and expanding renewable energy sources, including solar power plants,
  • Developing early‑warning systems and risk‑management mechanisms for climate extremes,
  • Protecting and enhancing green infrastructure, urban parks and tree avenues,
  • Improving public health and citizen resilience to climate change,
  • Protecting the ozone layer through regulation and monitoring of substances that deplete it.

A large number of stakeholders participated in the preparation of the document, including educational and scientific institutions, city departments, the private sector and citizens, ensuring a high level of inclusiveness and cross‑sector cooperation. The Programme foresees the use of financing mechanisms from national and EU sources, with emphasis on the Environmental Protection and Energy Efficiency Fund, national resilience plans and European funds linked to the Green Deal.

For the purpose of informing and educating citizens, an informational brochure has also been prepared, providing an overview of the most important goals, measures and sectoral activities from the Programme. The brochure is designed to present complex climate challenges and solutions in a simple and accessible way to all interested groups.
